Indian Experience Certificate: MOHRE Attestation Steps

You worked in India for five years. Your employer gave you an experience certificate on company letterhead. You brought it to Dubai thinking it would be enough. Then MOHRE asked for it “attested and translated.” You expected one step. You got four.

Indian professionals can hit this wall even when the experience certificate is already in English and carries the employer’s stamp and signature. Before processing it, confirm the route and language MOHRE requires for the particular work-permit file.

What to confirm with MOHRE

For a work-permit application that asks for proof of experience, confirm two separate questions:

• Attestation route. An MEA apostille may form the Indian authentication step for an eligible document. Because the UAE is not a party to the Apostille Convention, confirm and complete any required UAE Embassy or Consulate and UAE MOFA stages; an apostille alone is not the full UAE-bound route.
• Translation scope. Ask whether MOHRE needs an Arabic translation and whether it must be produced by an MOJ-licensed translator. The receiving service decides which pages, stamps, and endorsements must be translated.

The order matters when MOHRE asks for the final stamped document in Arabic. Complete the confirmed attestation route before the final translation, then ask the receiving service whether an updated translation is required if another stamp is added.

The Indian and UAE route

India is a party to the Apostille Convention. India’s Ministry of External Affairs says the authentication and submission channel depends on the document and whether it is covered by e-Sanad; documents outside e-Sanad use the appropriate Regional Authentication Centre and a designated outsourced service provider. For an experience certificate intended for UAE use:

• Step 1: Confirm the receiving requirement. Ask MOHRE whether it accepts the experience certificate or proposed substitute and what language and format it needs.
• Step 2: Complete the applicable Indian authentication. Confirm the document-specific MEA route through the official channel. Where an apostille is available, it covers the Indian authentication step.
• Step 3: Complete the UAE-mission step. Because the UAE is not a party, confirm and complete the UAE Embassy or Consulate stage required by the relevant UAE mission.
• Step 4: Complete UAE MOFA attestation. Follow the route assigned by the official UAE MOFA service.
• Step 5: Translate the final document if requested. Ask MOHRE which pages, stamps, and endorsements the Arabic version must include.

If you are already in the UAE, use the official Indian and UAE-mission channels to confirm whether an authorised representative or service provider may handle the document. Do not send an original to an unverified intermediary.

Then the translation

After the confirmed UAE-bound route is complete, ask MOHRE whether it needs MOJ-certified translation into Arabic. If requested, provide the final document so the translation scope can include the company details, role, employment dates, and any attestation material the receiving service requires.

What if your employer is gone?

If your previous employer has closed or cannot be reached, do not assume that a substitute will be accepted. Explain the situation to MOHRE and ask it to identify any acceptable alternative for the particular application and profession.

If MOHRE accepts an alternative document, confirm that document’s own Indian authentication, UAE-mission, UAE MOFA, and translation requirements. Different document types can follow different home-country procedures.
