UAE Newborn Documents: The 120-Day Residence Deadline

Separate the UAE newborn birth-certificate and residence deadlines, follow the Dubai or ICP route, and translate only documents the receiving authority needs.


A Parent Document Is Not in Arabic or English?

Two clocks start after a baby is born in the UAE. The birth certificate must be requested within 30 days. For a newborn of foreign residents, identity documents and UAE residence must be completed within four months of birth. Finishing the certificate does not stop the residence clock.

The sequence, without invented waiting times

  1. Hospital birth notification. The health facility creates the live-birth notification and checks the parents’ source documents.
  2. Birth certificate. A parent or legal guardian requests it from the relevant health authority within 30 days.
  3. Birth-certificate attestation. The UAE Government portal instructs expatriates to obtain the required health-authority and Ministry of Foreign Affairs attestations. A DHA or Department of Health Abu Dhabi stamp is treated as equivalent to the Ministry of Health and Prevention seal for this purpose.
  4. Baby’s passport or identity document. Apply through the authority or embassy for the child’s nationality. Requirements and processing times are country-specific.
  5. UAE residence and Emirates ID. Use GDRFA channels for Dubai or ICP for the other emirates, following the sponsor’s current service checklist.

Do not build the plan around a blog’s estimate for embassy processing. Start the passport step as soon as the responsible embassy permits and keep the four-month residence deadline visible.

Dubai birth certificates are already bilingual

DHA’s current birth-certificate service says the certificate is issued in Arabic and English. DHA’s fully digital service announcement also describes Arabic, English and Urdu options.

That means a Dubai-born baby’s certificate does not automatically need translation for English use. Check the actual certificate and the embassy’s instructions first. Translation is justified only when the receiving body asks for another language or a different certified format.

The hospital submits the birth notification and supporting documents through the electronic system. For resident parents, DHA lists the parents’ Emirates IDs or passports, the stamped live-birth notification, and marriage evidence. A marriage certificate issued outside the UAE must follow the applicable authentication route.

Where translation may genuinely enter

The translation question is usually about a parent document, not the new Dubai certificate.

  • A foreign marriage certificate may need a legal translation if DHA, GDRFA, ICP or another receiving authority cannot use its language.
  • An embassy may request a particular language or translation credential when issuing the baby’s passport.
  • A foreign-issued birth certificate follows the destination authority’s language and attestation rules; do not apply the Dubai-issued certificate route to it.
  • Names and dates must remain consistent across the birth notification, certificate, passport and residence application.

Send the receiving authority’s message with the document. “For a newborn visa” is not enough to decide the language, credential or attestation order.

What the four-month rule actually says

The UAE law on the entry and residence of foreigners requires a foreign resident with a UAE-born newborn to obtain documents proving the child’s identity and confirm the child’s residence within four months of birth. It provides for a daily administrative fine after that period.

The current UAE Government portal describes the practical period as 120 days and reports a daily charge after it expires, with the baby unable to leave the country until the position is resolved. Because fee decisions and service procedures can change, confirm the current amount and remedy with GDRFA or ICP if the deadline is close or has passed.

Do not add an infant medical-fitness step

Medical fitness testing applies to residence applicants aged 18 and above. A newborn residence file may still require health insurance or a health card depending on the emirate and service, but the baby does not take the adult medical-fitness test described in general residence checklists.

A useful pre-filing check

Before the passport or residence submission, compare:

  • the baby’s Arabic and English names on the birth certificate;
  • spelling on the passport application;
  • both parents’ names and identity documents;
  • the sponsor’s current residence and Emirates ID;
  • the final birth-certificate attestations; and
  • any translated marriage or parent document against its source and visible stamps.

If the names do not match, ask the issuing authority how to correct the record. A translator must preserve the source; translation is not a lawful way to rewrite it.
